3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績:對投標人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder:（1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投標人應(yīng)為本次投標所投產(chǎn)品的制造商或者授權(quán)代理商。
如果投標人是代理商，則須提供制造商有效授權(quán)書（授權(quán)書格式見第一冊 第四章 IV-9-4 ）；如投標人為制造商同一集團負責銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。
不能再將此貨物同時授權(quán)給其他投標人參與投標，否則相關(guān)的所有投標將被拒絕。
同一產(chǎn)品制造商和代理商同時參與投標，應(yīng)當否決該制造商和代理商的投標。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.投標文件中提供制造商授權(quán)書的中標候選人，應(yīng)在中標候選人公示后 3個工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人
