致：各潛在投標人
一、根據“川發改賑【2023】114號文件”要求，本項目為2023年省級實施以工代賑重點工程項目。根據要求本項目在項目實施、務工組織、勞務發放等環節，需嚴格按照“《關于在重點工程項目中大力實施以工代賑促進當地群眾就業增收實施方案》（川發改賑【2022】642號）”等相關文件的要求嚴格執行，其中務工人員為項目所在地群眾（主要貧困戶、五保戶、易地搬遷戶等特殊困難群眾），務工發放勞務報酬占比不低于該項目財政資金投入的10%。后續以工代賑政策的相關內容以合同約定條款為準。各
二、因系統中“投標保證金繳納到賬截至時間為 2023年 9 月27日 17：00 時。與招標文件的投標人須知前附表3.4.1投標保證金中投標保證金繳納到賬截至時間為 2023年 9 月19日 17：00 時。” 不一致，現將投標保證金繳納截止時間統一更正為2023年 9 月27日 17：00 時。
